PCLOB Releases Update on Government's Implementation of the PCLOB Recommendations on Section 215 and Section 702

The bipartisan Privacy and Civil Liberties Oversight Board (PCLOB) has released a report that provides an update on the progress the government has made toward implementing agency recommendations. The “Recommendations Assessment Report” outlines the status of 22 recommendations PCLOB made as part of two separate reports.

November 9, 2015 Closed Meeting on Executive Order 12333

The Privacy and Civil Liberties Oversight Board will conduct a closed Sunshine Act meeting on November 9, 2015 at 9:30 a.m. On April 8, 2015, during an open Sunshine Act meeting, the Board voted to select certain counterterrorism-related activities governed by Executive Order 12333, and conduct focused, in-depth examinations of those activities. During this closed meeting, the Board members will discuss these in-depth examinations. Pursuant to 5 U.S.C. § 552b(c)(1) and 6 C.F.R. § 1003.5(a), it has been determined that this meeting will be closed to the public as the Board will be reviewing and discussing matters properly classified in accordance with Executive Order 13526.

July 1, 2015 Closed Meeting on Executive Order 12333

The Privacy and Civil Liberties Oversight Board will conduct a closed Sunshine Act meeting on July 1, 2015 at 9:30 a.m. On April 8, 2015, during an open Sunshine Act meeting, the Board voted to select two counterterrorism-related activities governed by Executive Order 12333 and conduct focused, in-depth examinations of those activities. During this closed meeting, the Board members will discuss proposed topics for this in-depth examination. Pursuant to 5 U.S.C. § 552b(c)(1), it has been determined that this meeting will be closed to the public as the Board will be reviewing and discussing matters properly classified in accordance with Executive Order 13526.

April 8, 2015 Public Meeting

The Privacy and Civil Liberties Oversight Board will conduct a public meeting on Wednesday, April 8, 2015 at 10:00 a.m. at 2100 K Street, NW, 2nd floor, Washington, DC. At the meeting, the Board will discuss and vote on a work plan for its review of counter-terrorism activities conducted under Executive Order 12333. The discussion will allow the Board to refine its plan of action on this issue.

PCLOB.gov is Now HTTPS by Default

The Privacy and Civil Liberties Oversight Board’s (PCLOB) public website, PCLOB.gov, is now enabled for HTTPS encryption by default. This means that communication between a website visitor’s web browser and our web server will be encrypted and protected from eavesdropping.

PCLOB Posts Status of Attorney General-Approved U.S. Person Procedures Under Executive Order 12333

As part of the dialogue between the Board and the Intelligence Community, the Office of the Director of National Intelligence has compiled a table providing information about the Attorney General–approved guidelines for each element of the Intelligence Community. The table, now available on the Board’s website, lists the dates on which each agency or department’s guidelines were adopted and provides links to all of the guidelines that are not classified.

Privacy and Civil Liberties Oversight Board Releases Recommendation Assessment Report

To mark the one-year anniversary of its report on the Section 215 telephone records program and the six-month anniversary of its report on the Section 702 surveillance program, the Privacy and Civil Liberties Oversight Board has released an assessment of the implementation of its recommendations. In its two reports, the Board made a total of 22 recommendations directed at the Executive Branch, Congress, and the Foreign Intelligence Surveillance Court. In its assessment, the Board discusses the status of each recommendation’s implementation.

December 17, 2014 Meeting with Representatives of NGOs

The Board met with representatives of a variety of NGOs and other advocates in connection with the Board’s examination of intelligence agency activities under Executive Order 12333. These individuals shared with the Board their concerns about E.O. 12333 based upon information currently available to the public, as well as the questions they would like the Board to ask as part of its inquiry.

March 19, 2014 Public Hearing

Chairman David Medine's February 4, 2014 Testimony before the House Judiciary Committee

Testimony delivered by Chairman Medine before the House Judiciary Committee regarding the Board’s recent report on the NSA’s bulk telephone records program conducted under Section 215 of the USA PATRIOT Act and on the operations of the FISA court. Chairman Medine described the Board’s process for reviewing the telephone records program’s operation, legal basis, and policy implications, and provided an overview of the Board’s recommendations.

January 23, 2014 Public Meeting

On January 23, 2014 the Privacy and Civil Liberties Oversight Board will meet at 1:00 pm in public session in Room 309 at the George Washington University Marvin Center, 800 21st St. NW, Washington DC, to release its independent bipartisan report and related findings regarding the telephone records program conducted under Section 215 of the USA PATRIOT Act, as well as on the operations of the FISA Court.

Statement on Meeting with the President

Announcement that the Board met with the President, Vice President, and their staffs to discuss the Board’s findings and conclusions regarding the Section 215 bulk telephone records program and the Foreign Intelligence Surveillance Court. November 4, 2013 Public Hearing

This hearing will continue the PCLOB’s study of the federal government’s surveillance programs operated pursuant to Section 215 of the USA PATRIOT Act and Section 702 of Foreign Intelligence Surveillance Act. Recommendations for changes to these programs and the operations of the Foreign Intelligence Surveillance Court will be considered at the hearing to ensure that counterterrorism efforts properly balance the need to protect privacy and civil liberties.

Statement on Meeting with the President

October 31, 2012 Public Meeting

A variety of organizations and individual citizens submitted comments for the Board’s consideration.
